For me, it's depended on where I lived. I've run into these problems in multiple areas, but when I lived in a suburb of Nashville, UPS was pretty good. So it must depend on the attitude of the local office or something. It can't be the driver, because I've always had a variety of drivers everywhere I've lived.
I've never had them just not deliver a package, though, as mentioned in the other post, they do just drop them on the front porch, ring the bell, and then run off. I'm fine with that, though, because I'm usually home or will be home soon.
Can't do that at an apartment, though, which is why they just slap a sticker on the door and run without even checking to see if you're home. And yes, I have witnessed this on several occasions, since I often get home from work at the same time they hit my building on their route. ;)
